In October 2023 a local law enforcement officer in Colorado recorded an unidentified light on a phone and narrated as it happened. The Department of War released the transcript (LLE-UAP-D001) and four phone videos (LLE-UAP-PR001 to PR004) in PURSUE Release 06 on 18 September 2026 - the first records in the program from local law enforcement rather than a federal or military source.
The officer, westbound on an interstate whose number is redacted, said: "I am watching another orb that is flying approximately... 300 feet up off the ground. I did check radar, there is no aircraft flying in the area." Then: "This has been flying stationary for about 15 minutes," and at one minute, "Okay, the craft is flying closer to me now. I can see it." AARO's summaries say the officer described the phenomenon as "silent" and featuring "red, blue, and green flashing lights." Note the word "another" - the transcript implies it was not the first.
AARO attached a caution to each clip: "Cellular devices of the type used to capture this footage employ autofocus and other automated image-processing functions that may distort the apparent morphological and kinematic characteristics of distant subjects, particularly at high magnification." AARO also blurred the bottom half of the footage for privacy. One more discrepancy: LLE-UAP-PR004 is titled October 2023, but AARO's own description says it was recorded in January 2024; our video uses PR001 and PR003 only. The case is unresolved. This is his footage. It's the first file in the Pentagon's release program that came from local police, not the military.

In his report, he called it silent, with red, blue and green flashing lights.

The Pentagon's analysts add a caution. Phone cameras autofocus and process the picture, and zoomed in, that can distort how a distant light looks and moves.
