This Range Fouler Debrief records a 2020 encounter by a U.S. military crew operating over the Atlantic, released in PURSUE Release 04 with 32 seconds of infrared video (DOW-UAP-PR116) submitted by U.S. Northern Command.
The crew described "the object itself" as "a darker, maroonish color, approximately 12-15ft in height," adding: "Structurally, it appeared as a large, somewhat deformed balloon." They returned to the ship and landed uneventfully. AARO's summary of the report adds that it described the object "travel[ing] with the wind" and that it did not "maneuver or change direction."
This is one of the more mundane-looking files in the release, and we present it that way: by the crew's own description, a balloon is the leading candidate. It stays in the unresolved set because no identification was confirmed. We have not transcribed the form's checkbox grid, because the scan makes it ambiguous which boxes are marked. The case is unresolved.

Released 10 July 2026 in PURSUE Release 04 as DOW-UAP-D091 (2 pages), with 32 seconds of infrared video (DOW-UAP-PR116). Only the legible narrative is transcribed; the checkbox grid is not, because the scan's alignment makes it ambiguous which boxes are marked. · U.S. Northern Command (DOW-UAP-D091)
